India Kager (1988-2015), an unarmed Black American woman, mother of two, was gunned down by police in Virginia Beach, Virginia on September 5th 2015. In February 2016 her mother put up a tearful video on Facebook asking for justice:
“I can’t even tell you how bad this hurts …”
The police will not even say who did it.
On September 5th 2015, Kager was driving home her boyfriend, Angelo Perry. In the back seat was her four-month-old baby, Roman. Just before midnight they stopped at a 7-Eleven store at 2093 Lynnhaven Parkway. Police officers appeared. In 15 seconds they fired 30 bullets. The police say Perry shot first. No police officer was injured. She and Perry died in a hail of bullets. Her baby lived.
The police:
“[Angelo Perry] was a person of interest in a homicide case. And we did know that he was armed – we knew that he was heavily armed. We did have credible information that he was going to commit a violent act in our city.”
They would not say what that violent act was.
“[Shooting India Kager] was accidental. It was not intended. But they were right on top of each other as he was firing his weapon at the officers. In essence, the officers put themselves in harm’s way to prevent another act of violence which was to be perpetrated in our city.”
And, to clear up any confusion:
“Virginia Beach Police Department and our officers believe in the sanctity of life. We do everything we can to mitigate violent conflict.”
They said they did not know there was a baby in the car – even though they had been watching it for 30 minutes.
Kager’s mother:
“I want the world to know what a mother goes through when your child is stolen and executed for no reason. The SWAT team ambushed my daughter’s car. They threw a grenade at her car. They fired 30 rounds. Who does that? How do you do that? 30 rounds? 30 rounds? They executed my baby in less than 3 hours of her being in Virginia Beach. …
“I won’t stop fighting for India. I won’t stop fighting for Roman. And I won’t stop fighting for Mr. Perry because he did not have due process.”
She said there was not even a warrant out for Perry’s arrest. She said her daughter was shot in the back while trying to protect her son.
In December the police said that Perry’s guns had been used in four shootings within the space of 26 days, killing two.
India Kager was the daughter and granddaughter of Washington, DC police officers. She herself served in the Navy, being awarded a ribbon for pistol marksmanship and medals for good conduct and serving in the global war on terrorism. She worked for the post office in Bethesda, Maryland. She is from College Park in Prince George’s County, Maryland. She has never been in trouble with the law. She had two sons, Evan, 4, and Roman, 4 months, now both in the care of her mother.

The police are being VERY tight-lipped about this, even for them. India lived and worked in Maryland and had been in Virgina Beach around 3 hours according to one statement I read. Detectives and “special operations” were on Perry the whole time.
What are the chances she was working WITH the police in an effort to get Perry out in the open where he could be arrested easily and things went horribly wrong? I know, I know, why would she involve her 4 month old in some kind of sting like that… I’m probably wrong… just one of my conspiracy-theory-like thoughts and I thought I’d share. The two do seem like an unlikely couple and I could see her trying to “protect” / “save” him by getting him caught before he got himself killed. Maybe she thought he’d refrain from gunplay if his kid was in the car.
In any event, I’m with you Mary… there’s more to this story than we know.
