I was like, “What does that picture have to do with… OH!” The more I looked, the more connections I saw:
the poster for Weisman (wise man) Cigarettes with a picture of a man on a camel
the graffiti on the payphone that says “Zeke 3415-16” (Ezekiel 34:15-16 is a Bible passage about how God is like a shepherd)
the newspaper ad for Shephard Watches (watching flocks by night)
newspaper ads for Glad and Tide (glad tidings) right next to each other
the poster for Good News candy
the posters behind the people’s heads that look like saints’ halos
the campaign poster for Herod Antipas
the neon star
the dove sticker
the Nazareth High School sweatshirt
the mechanical horse (donkey)
the sign for Dave’s with a crown (King David)
the “no vacancy” sign that says manager underneath but with the second A missing (manger)

Dave’s City is also a reference to Bethlehem, the city of David.
The sticker on the post of the payphone: Gloria!
The poster behind her head is suggestive of Ave Maria.
The artwork reminds me both of Will Eisner and Watchmen, especially all the little details like these.
