How would you catagorize this song? Is it a Rap song compared to a R&B or Rock song?

I am not a music expert but since you asked ME here is my take on it (I am sure there are commenters and lurkers who can give a far better answer):
In the tags I counted it as hip hop because it has a rap and Pras is a rapper. Sharli McQueen, however, sings her parts as a straight R&B song, so this song has both styles.
I would not call it rock. For one thing the drums and the beat are far stronger than the guitars. The singing style is not a rock one either. Compare the U2 version:
Since rock music grew out of R&B the line between them is not always clear. Sometimes it just comes down to the skin colour of the performer. I tend to think of rock as loud guitar music you cannot dance to but of course it is not quite that simple.
Here is an interesting case of an R&B singer trying to sing a rock song, Alicia Keys in “Another Way to Die” (2008):
